Dr. Vowell called the meeting to order at 8:30 a.m.
· Concern was expressed over the tuition waivers for CDC employees who had quit and were re-hired. The situation was resolved. Staff Senate is working on a constitutional change regarding elections vs. appointments to committees. Steve Oizumi and Gary Cook have resigned as Staff Senators. Elections will be held next week. Staff employee of the month for January was Bel Crotts from the mailroom.
· Professional Standards and Board of Education approved the career and technical teacher education program.
· Application to Kennedy Center Grant Program for Arts education was approved again.
· The Graduate Council reaffirmed the licensure for the School Psychology program. Work will begin on taking the School Psychology Ed Specialist degree through the process again.
· Dean Harmon is working on state level issues in regard to our reading
program.
· ABE is up to about 800 students.
· Auto Mechanics and Electrical programs are going to C & I for approval.
· Jerry Harmon, Donna Rees, Chris Farren, Andy Hernandez, and FayeVowell met with Bill Coker, Superintendent of Deming Schools. Deming has 120-170 instructional assistants who need 48 credit hours to comply with the "No Child Left Behind" provision. We are gearing up to take care of this need. Deming also wants all of their teachers to have Master's degrees. SOE will create a plan to take care of this need for about 200 Deming teachers. As a condition of their contract, Deming teachers have to have an MA within five years of their hiring. Dr. Harmon will be working on a course rotation and will be asking for a commitment from Bill Coker to supply numbers for a cohort and funds. This may be a temporary situation; however, because of Deming's high teacher turnover, this market may become a permanent market.
· Network problems in T or C have been resolved and they now have Banner access and will participate in training in the Business Office.
· Twenty-five RUS students are enrolled for Comp & Rhetoric I from the high schools. Seventeen are enrolled in a New Mexico History class. We have a small group of instructional assistants from those schools who are being taught Comp & Rhetoric, also. In Lordsburg we have about twenty-three instructional assistants starting the Educational Assistant associate degree. We have a doctoral adjunct faculty member in Lordsburg who is taking the lead on this.
· The Sierra County legislative dinner is this evening and will be meeting with Patty Lunstrom to talk about legislative needs.
· The building in Gallup is due to be finished in March. We will have a ribbon cutting ceremony during graduation on May 3.
· We may do a graduation in Deming or some kind of ceremony. We will have associate degree graduates who need to be recognized. Dr. Vowell asked that she be reminded to contact North Central regarding this situation.
· Western made the Albuquerque Journal regarding Rosina Romero. There was an Alumni Hospitality room before the UNM game and fifty to 60 attended. Dennis Wallin donated a sweater from the 1939 basketball team to the Alumni Office.
· T or C alumni chapter is being worked on.
· Planning for the Great Race is coming along. Another meeting is planned for this week.
· Freddie Flores will be speaker at Rotary today.
· Student government is going to get student fees committee going.
· A new editor for the Mustang will be selected on Wednesday.
· Our student senators will be lobbying in Santa Fe for visibility for WNMU.
· Student government had special meeting to discuss the basketball coachsituation last night and came up with some positive, good ideas.
· Faye Vowell mentioned the need to share information with departments regarding the furniture paid for by the student fee. Student Government is working on this project. Matching funds are already there. Dr. Farren suggested working with VP Casey regarding this project. Student Government will bid out the furniture and purchase it in one lot. Dr. Vowell asked who decides what type of furniture goes into classrooms. Dr. Behr suggested consultation with departments who may have special needs. Dr. Vowell stated that we will need to maximize the number of students to fit into classrooms because of increased enrollment.
· We are discussing an agreement with the Alamo Navajo Nation. They
will provide scholarships to their students to come to WNMU. They will be funded
for two years. We have also reached out to the Mescalero Apaches who will be
touring campus this spring. Gwen Cassel mentioned dovetailing this into Rehab
Services grant which could take care of the last two years. Dr. Vowell stated
that part of our criteria for performance funding from DFA was to increase Native
American enrollment. Dr. Farren presented enrollment numbers:

We are telemarketing those who have not finalized. By noon yesterday we had talked to 127 of them--the majority are waiting on financial aid. We need to finalize on 555 credit hours to get even with last spring and 189 head count. This is important because of the new funding formula.
· For fall we had a busload of students in from Cochise Community college. We are limited to 200 waivers for Arizona schools. We had 176 committed in the fall. For spring we will have in excess of 200 for the waiver. The waiver gives preference to graduates of community colleges.
· Recruiters are going to El Paso for seven days to work the three community colleges there.
· Griffon Campbell, nurse at the WNMU Health Center, has resigned. Her last day is February 7. She will be replaced as soon as possible.
· Candidates for Registrar are being interviewed. Three more candidates will be interviewed next week.
· Graduate recruiting--we will have posters done and mailed out first part of February. Individual departments need brochures to respond to this. Posters will be placed in about 500 schools that do not offer Master's degrees.
· Summer session discussions were held with Financial Aid and the. In the fall, Academic Council voted on changes in regard to summer school and designated the times for classes. There will be two 4-1/2 week sessions as follows:
· June 2 – July 2
· July 7 – August 6
· Approved class times: 8:00-9:50; 10:00-11:50; 1:00-2:50; 3:00-4:50;
6:00-7:50
For financial aid purposes, there will be one registration.
· Off-campus numbers are the real difference in enrollment. We are up
40% up in Deming from last year. Silver City campus is up about 25%. The residence
halls are running over 80% capacity.
· Because of the change in the funding formula, it is not to our advantage
anymore to increase tuition since we will not be able to keep any increase the
following year. We may be asking for increased fees.
· The GRC had a flood due to a leak in a water line. Damage will be repaired. Meeting rooms and auditorium were affected.
· The men's basketball team is leaving today for Montana with 8 players. Coach Brazeal and Woodard will be going with the men.
· Contact Virginia if you haven't gotten your tax statements.
· We made it through first payroll on Banner. It went very well.
· The Fire Chief, Lt. Pfeifer, is scheduled to do his walk-around next week. Take any heaters home that do not turn off when they turn over. Take down stacks of papers and do not block doorways. Report any missing fire extinguishers.
· Second year nursing students are going to Las Vegas for field experience.
· OT will be taking students to Santa Fe.
· Faye Vowell is working to set up a PMT along with other two VPs to use quality processes to address a significant problem in each area. Academic Affairs is looking at a process for distributed education: Kathie Gilbert will do some training in regard to quality. Adele Springer will be the facilitator. Off-campus students and demand for degree programs are growing. This PMT will develop a process by April 30.
· Julie Miller, Gail Gruber, Donna Rees, and Jerry Harmon and Faye Vowell met and drafted a set of policies that the procedures would grow from for the more technical side of distributed education.
· Because of the impact of changing degree requirements in education on students in the middle of the program, we are attempting to identify these students and have a mass advising session and then advise individually. Dr. Vowell asked that as you come into contact with students who are interested in education, get them in to see an advisor to address this issue.
· C & I meets this afternoon.
· Faye Vowell shared with Cabinet the press release regarding the men’s basketball team. Zane Howard suggested that student processes for reporting discrimination. be presented at all freshmen orientations. The policy is in the student handbook but the policy should be pointed out especially regarding these types of issues. Zane felt that this is a problem in the classrooms also. Athletes should be given the policy to read and sign to make sure that they receive this information. Faye Vowell suggested that the faculty athletic representative meet with all athletes on this issue and that it could also be covered in the student success courses. Zane Howard that we have a racial sensitivity or multicultural day on campus. Faye Vowell suggested that the heads of the governance bodies come together to facilitate this process. Gwen Cassel suggested that it be broader than just athletics which would provide a broader response from the campus.
· The university will send letters to the students which will express our regret in regard to the emotional trauma that they underwent regarding this incident. Dr. Vowell pointed out the need for tolerance from all members of the campus community.
· Christy Miller announced that the Albuquerque alumni meeting is February 10 at 6:00 p.m. She asked for volunteers to attend to discuss Great Race, etc.
