UTILITIES MANAGEMENT POLICY

PURPOSE: A Utilities Management Program is established to assure operational reliability, inventory and maintenance, prevention of systems failure, reduction of risks, and initial and continuing training to provide action for resolution of problems, and to evaluate the effectiveness of actions implemented.

POLICY: The WNMU Physical Plant Department (PPD) performs most maintenance tasks for the SHS. PPD is responsible for normal/routine building maintenance and repairs. Any special requests that are not related to repair and maintenance are the responsibility of the Student Health Services. Included in the program are fire safety, infection control, and environmental support.

GUIDELINES:

I. RESOLUTION OF PROBLEMS

The Director or SICQI Coordinator places Work Orders. The Director or SICQI Coordinator is responsible for identifying the need for maintenance and repairs, and reports all problems requiring immediate attention to the PPD. The PPD will write up a work order. The SHS records the Work Order request and checks that the repairs are done in a timely manner.

II. INVENTORY OF EQUIPMENT FOR UTILITY SYSTEMS

The systems of the Student Health Services are under the direction of the Physical Plant Department OR Information Systems Department. All inventories and controls are under the direction of those Departments.

III. OPERATIONAL PLANS

  1. Intervals for Testing and Maintenance
    The Physical Plant Department personnel perform preventive maintenance and operational service on utilities and equipment at the Student Health Services at regular intervals. Maintenance and service records are kept at the Physical Plant Department and at SHS.
  2. Orientation and Continuing Education
    The orientation and continuing education about the Utility Systems are the responsibility of the Physical Plant Department.

IV. UTILITY SYSTEMS DOCUMENTS

A current and complete set of documents indicating the distribution of each utility system, including controls for a partial or complete shutdown, are located in the Director’s office in the Physical Plant Department.

V. EMERGENCY POWER (Back-up Power)

  1. If a power outage occurs for an extended period of time, the Student Health Services will be evacuated according to the Disaster Plan. SHS has an emergency lighting system to provide sufficient light to evacuate the building in case of such an emergency. The alarm system has an emergency power source back up.
  2. In case of a power outage or any other emergency in the building, the clerk/receptionist or the nurse calls the repair request to PPD office during normal working hours (10:00am – 6:00pm, M-F) or, after hours, calls WNMU Campus Police, stating the problem and asking for help.
